Britain and France Will Dispatch Troops to the Country in the event that a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The British and French governments have formalized a statement of purpose concerning the positioning of troops in Ukraine in the event a ceasefire be made with Moscow, the British leader, Starmer, has stated.

Subsequent to negotiations with allied nations in Paris, he indicated that the UK and France would "set up operational bases throughout Ukraine and construct secure facilities for weapons and military equipment" to deter any subsequent invasion.

The coalition members also proposed that the America would assume leadership in overseeing a halt in hostilities.

Russia has on multiple occasions stated that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has as yet not issued a statement on this recent announcement.

Context and Continuing War

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in February 2022, and Russian forces at this time holds about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to stand with Ukraine for the long-term," commented the British leader.

National leaders and top officials from the "Allied Coalition" were involved in Tuesday's talks.

Addressing reporters at a shared media briefing, he noted: "It creates the pathway for the juridical structure under which allied and coalition forces could work on Ukraine's territory, protecting Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years ahead."

The British leader added that London would be involved in any US-led verification of a potential truce.

Defense Assurances and Diplomatic Positions

Lead US negotiator Steve Witkoff said that "durable safety pledges and strong prosperity commitments are essential to a permanent resolution" in Ukraine – referring to a key demand made by the Ukrainian government.

He indicated the coalition had "mostly completed" their work on finalizing such assurances "to ensure the people of Ukraine know that when this hostilities ends, it ends forever."

The former US envoy, US President Donald Trump's representative, also participated in the talks.

At the same time, French President Emmanuel Macron stated that Ukraine's allies had made "major progress" at the meeting.

He noted that "comprehensive" safety pledges for Kyiv had been reached in the event of a potential truce.

Ukrainian President Volodymyr Zelensky said that a "significant step forward" had been made in Paris, but qualified that he would only deem efforts to be "enough" if they resulted in the end of the conflict.

Last week, he indicated a peace agreement was "mostly finalized". Agreeing on the remaining 10% would "shape the future of the peace, the future of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the forefront of key disagreements for diplomats.
  • Putin has consistently stated that Kyiv's military must withdraw from all of Ukraine's eastern Donbas or Russia will take control, refusing any compromise over how to finish the war.
  • Kyiv has so far rejected surrendering any territory, but has suggested that Ukraine could move its forces to an mutually accepted point – but only if Russia reciprocates.

Moscow currently controls about 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The two regions form the industrial region of the Donbas.

The original US-led multi-point peace plan that was extensively reported to the media last year was seen by Ukraine and its European allies as being strongly biased in Moscow's favor.

This led to a period of focused discussions – with Ukraine, the US and European leaders trying to amend the draft.

The previous month, The Ukrainian government presented the US an revised framework – as well as distinct documents detailing potential security guarantees and provisions for Ukraine's reconstruction, he added.
